PROBLEM TO BE SOLVED: To provide a control technique capable of restraining deterioration in throughput even when UE is continuing transmission at the maximum transmission power.SOLUTION: A base station performs control that includes: calculating reception quality which should be offered by the base station when a user device transmits uplink data using radio resources allocated by the base station; performing processing to translate the maximum transmission power value of the user device into a value equal to or more than actual maximum transmission power on the basis of the calculated reception quality; performing control to determine a communication scheme corresponding to the calculated reception quality for the user device; and restraining, by the translation processing, the reduction of the radio resources allocated to the user device.SELECTED DRAWING: Figure 3
