<P>PROBLEM TO BE SOLVED: To provide a toner supply roller that solves a problem of image failure called negative ghost in an image forming apparatus that employs a jumping developing method using non-magnetic toner, and an image forming apparatus using the toner supply roller. <P>SOLUTION: A toner supply roller is used for a jumping developing method using non-magnetic toner, and has electric resistance value of 6.0 to 8.2 (logΩ) with applied voltage of 100 V at 22.5°C and 55%RH.
