Provided are a glass substrate with an antistatic film which is formed on top of the glass substrate by a simple device with simple operation and is comparably stable while having a sufficient antistatic function, and a preparation method of the glass substrate with the antistatic film having the characteristics above. The glass substrate with an antistatic film in the present invention comprises: a glass substrate; and an antistatic film. The antistatic film includes: an amphoteric ion compound having a cationic group and an anionic group in a molecule formed at the surface of the glass substrate; or a cationic polymer which has a plurality of cationic groups in a molecule with an average molecular weight of 200 to 1,000,000 and does not substantially include an anionic group. |
