The present invention provides a transparent soundproof wall cleaning device forming hydroplaning for cleaning and soundproofing and a method for the same. The transparent soundproof wall forms hydroplaning by spraying water through a water spray nozzle to a transparent soundproof plate in the upper end of the transparent soundproof wall. The transparent soundproof wall can perform both cleaning and soundproofing functions while the hydroplaning descends along the transparent soundproof plate. Also, the transparent soundproof wall cleaning device can detect dust by a dust detecting sensor and can flexibly operate a water supply pump to correspond the amount of the dust generated in a dust and nose generation source. Therefore, the transparent soundproof wall can easily reduce the dust and reflection noise in real time.
