PROBLEM TO BE SOLVED: To provide a method and a system for modulation and equalization in a time-frequency shift communication system.SOLUTION: A data frame 601 defines a matrix of data elements [D]. A digital encoder multiplies 610 the matrix [D] 601 by a matrix [U1] 602, changes 611 the order of a matrix product [U1][D], and multiplies 614 the matrix [U1][D] by a matrix [U2] 604 forming a spectrum formation matrix. Elements of a time-frequency shift matrix are selected 616 by an OTFS (normal orthogonal time-frequency shift) analog modulator, and the selected elements are used 618 for modulation signal generation, and control a time variation radio wave signal 620.
