According to an embodiment of the present invention, an electrode unit of an electrolysis device comprises: a first electrode 20 that has a first surface 21a, a second surface 21b positioned on the reverse side from the first surface, and a plurality of through-holes 13 that open respectively in the first surface and the second surface; a second electrode provided opposing the first surface of the first electrode; and a diaphragm which is provided between the first electrode and the second electrode and through which at least ions pass. The first surface of the first electrode has inert sections 52 with respect to electrolysis.
