PROBLEM TO BE SOLVED: To provide a highly reliable organic EL light-emitting panel preventing moisture from entering an organic EL light emitting element more effectively, the highly reliable organic EL light-emitting panel being reduced in the impact of a pressure application on a layer of the element.SOLUTION: An organic EL light-emitting panel 10 includes an organic EL light-emitting element 2 and an inorganic-organic multilayer protective layer 3 covering the whole area of the organic EL light-emitting element in plan view, on one main surface of a translucent substrate 1 having steam barrier properties. The inorganic-organic multilayer protective layer 3 comprises a silicon-alloy seal layer 31 and a film 32 with an adhesive layer. A material of the adhesive layer 321 has a storage elastic modulus of 10-10Pa, and a loss elastic modulus of 0.02-0.2 times a measurement value of the storage elastic modulus.SELECTED DRAWING: Figure 3 |
