PROBLEM TO BE SOLVED: To provide a vehicle control system of high safety and an action plan system.SOLUTION: There are provided an orbit generation determination part 603 which contains an emergency orbit generation part 6032 for calculating an emergency orbit until driving is switched from a system to a driver at the time of failure, and a motion control part 604 which contains an orbit holding part 6042 for holding the emergency orbit and an orbit switching part 6041 for switching whether to travel on the emergency orbit held by the orbit holding part based on a failure state detected by a failure detection part.SELECTED DRAWING: Figure 1
