An installation device of a towing line for a jack-up rig and a jack-up rig including the same are disclosed. The installation device of a towing line for a jack-up rig, according to an embodiment of the present invention, comprises: multiple first hang-off units which are arranged at intervals on the outer side of a handrail of any one among a port side and a starboard of a stem and a stern of a hull to allow an emergency towing line to be hung thereon and allows the emergency towing line to be separated therefrom by external force applied when the emergency towing line is connected to a tugboat; and multiple second hang-off units which are hung on the first hang-off units, has an opening for allowing one end of the emergency towing line having the other end connected to the hull to be hung and fixed thereto, and allows one end of the emergency towing line to be separated from the opening. Therefore, the present invention reduces an interference element with an emergency escape passage arranged on a deck and improves work efficiency in a surrounding area by increasing the space utilization of the deck.
