PROBLEM TO BE SOLVED: To quickly switch driving modes including at least automatic driving and manual driving by immediately determining whether there is an override.SOLUTION: An automatic driving vehicle control device 10 comprises a contact detection unit 15, an override detection unit 16, and an automatic driving control unit 17. The contact detection unit 15 detects the contact or non-contact of hands of a driver with the steering wheel in a vehicle 1. The override detection unit 16 detects the presence or absence of override on the steering wheel by the driver on the basis of the detection result of the contact detection unit 15.
