PROBLEM TO BE SOLVED: To provide video recording and reproducing device and program which identify a user without the hassle of the user, even with a simple configuration.SOLUTION: A video recording and reproducing device 100 includes an instruction reception unit 113, a storage unit 109 for storing user data 119, and an operator identification unit 114. The instruction reception unit 113 receives instruction data containing the instruction content depending on the operation of an information communication terminal by the user, and a terminal ID for identifying an information communication terminal. The user data 119 is the data for associating the user ID for identifying the user and the terminal ID.
