PROBLEM TO BE SOLVED: To solve the problem in which: if a user does not have specialized knowledge such as network knowledge, problems may arise, such as the user may select excess services and pay a wasteful use fee, or select insufficient services and cannot perform intended remote work.SOLUTION: A management system 50 transmits a question about the use state of a terminal 10 to the terminal 10 (ST1). The management terminal 50 receives an answer to the question from the terminal 10 (ST2). The management system 50 transmits a service plan to the terminal 10 according to the answer (ST3). The management 50 receives an answer indicating the approval or disapproval of the service plan from the terminal 10 (ST4). The management system 50 sets the service plan as a service offered formally if the answer indicates approval (ST5).
