1. A method of making an electrode, the method comprising:
applying a conductive layer onto a substrate; and simultaneously sputtering silver from a first target and silver chloride or silver bromide from a second target over the conductive layer to produce an insoluble layer comprising the silver and silver chloride or silver bromide, and wherein the first target and the second target are different.
