The present invention relates to a hydraulic actuator and, more specifically, to a hydraulic actuator in which a pair of hydraulic actuators are disposed up and down or left and right in the same direction to enable movement in both directions, a lightweight and freely moving cable is connected to each piston to reduce the weight and volume, and a mechanism design can be facilitated. The hydraulic actuator comprises: a pair of cylinder chambers in which a piston reciprocates with the movement of a fluid therein and which are installed up and down or left and right in the same direction; a freely moving cable connected through the piston of each cylinder to easily change the direction of force with the movement of the piston; a pulley formed at one side of the cylinder chamber, formed as a disk type to change the force transferring direction or produce a large force with a small force, and having one or more cable receiving grooves on the circumferential area.
