According to an aspect of the present invention, an apparatus for fixing a gravity substructure on the seabed of an installation target comprises: a stool unit (20) installed on the lower surface (10) of the substructure to tightly press the lower surface (10) on the seabed; and a grouting unit (30) which comprises a grout bag (35) connected to a filling pipe (37) around the stool unit (20), and deploys the grout bag (35) by filling the grout bag (35) with a grout material (GT). Accordingly, structure installation and foundation formation can be performed simultaneously by the grouting unit having the previously loaded grout bag to reduce additional work, and topography of an installation area can be incorporated in advance to reduce materials required for initial leveling of an installation process and work time.
