PROBLEM TO BE SOLVED: To improve availability by reducing the influence of heat due to a discharge current in cell balance processing and suppressing false detection of temperature.SOLUTION: A battery monitoring device of an embodiment is a battery monitoring device performing the management of a battery module having a plurality of battery cells connected in series. A cell balance circuit of the battery monitoring device performs cell balance processing in which battery cells to be discharged among the plurality of battery cells are individually discharged. An energy radiation circuit of the cell balance circuit radiates the discharge electric power of the battery cells to be discharged by converting it into light energy.SELECTED DRAWING: Figure 2
