A GIS map-based dynamic status plotting system and method; said system automatically implements plotting on the basis of an incident, thus resolving the problem of the low efficiency of manual plotting. The present invention dynamically plots on a GIS map the incident source, vehicles or other supplies and allocated routes of travel; implements storage and statistical analysis of submitted data; on the basis of the incident type and level of danger, analyses affected scope and optimum route of travel; automatically generates an emergency status map; visually estimates the arrival time of each team and vehicle; provides for emergency response a variety of assessed options of allocated routes; uses graphical and symbolic plotting language to completely, comprehensively, accurately, and immediately display a rescue status; issues notifications and commands to each participating unit member in a graphical format; immediately understands the entire status development; and implements central commands.
