The purpose of the present invention is to provide an idea generation device and a system for managing idea generation using the same, wherein various idea generation methods can be conducted with interest and themes and stimuli of idea generation are provided via cloud-based online idea generation management. For the purpose, the present invention comprises: a base part having a base part-penetrating hole punched in the middle and having an upper surface partitioned into an arbitrary space or having display information printed thereon; multiple rotating plates installed on the upper surface of the base part to be able to rotate; a rotational axis for supporting the rotating plates to rotate on the base part; and an NFC chip installed on the base part to store information on a connecting path to a management server for managing idea generation information and the result thereof. Therefore, the present invention can conduct various idea generation methods with interest off-line, can utilize various idea generation methods and stimuli provided by idea generation cards, and can conduct idea generation utilizing themes and stimuli of idea generation effectively by providing information and data, which are restricted off-line, from the cloud-based online idea generation management server connected to NFC via a QR code.
