Embodiments include an emergency traffic management system includes a traffic management center configured to receive traffic information, a traffic signal controller in communication with the traffic management center, and roadside equipment in communication with the traffic signal controller. The roadside equipment includes a transceiver configured to communicate with one or more mobile devices via a wireless communications channel, a memory device configured to store emergency information, a processor configured to provide the emergency information to the one or more mobile devices via the transceiver, and a power supply configured to provide power to the processor and the transceiver.

1. A roadside equipment device comprising:
a transceiver configured to communicate with one or more mobile devices via a wireless communications channel, wherein the transceiver is further configured to monitor an availability of a cellular telephone network in a vicinity of the roadside equipment device; a processor configured to provide the emergency information to the one or more mobile devices via the transceiver, wherein the processor is configured to provide the emergency information to the one or more mobile devices via the transceiver only upon determining that the cellular telephone network in the vicinity of the roadside equipment device is not available; and a power supply configured to provide power to the processor and the transceiver.
