A drilling casing device and a drilling casing installation method are disclosed. According to the present invention, the method for installing a casing provided to an underwater drilling hole comprises: a step of inserting a casing member into the drilling hole, wherein an inner diameter of the casing member can be expanded; a step of expanding the inner diameter of the inserted casing member to be closely attached to the drilling hole; and a step of cementing the casing member and the drilling hole.
