PROBLEM TO BE SOLVED: To provide a light emitting device in which radiation light of a semiconductor light emitting element is hardly shielded, and a lighting fixture using the same.SOLUTION: Light emitting diodes 63 and components of a lightning circuit are mounted on a substrate 3. A heat radiation part 2 is formed larger than an outer shape of the substrate 3 when viewed from a thickness direction of the substrate 3, and it comes into contact with the substrate 3. Out of the components of the lightning circuit 10, a capacitor 41 and a terminal block 42 whose height dimensions are larger than the light emitting diode 63 are mounted on a surface opposite from the mounting surface of the light emitting diodes 63, and also outside of a region 64a in which the light emitting diodes 63 are mounted, in the substrate 3.
