Provided are an apparatus and a method for cleaning effluent treatment, which can safely and easily extract and reuse highly concentrated cleaning effluent in a short time. According to an embodiment of the present invention, the apparatus for cleaning effluent treatment comprises: a cleaning effluent storage tank to store the cleaning effluent; an anion exchange membrane to remove impurities in the cleaning effluent supplied from the cleaning effluent storage tank; an impurity storage tank to store the impurities separated by passing the cleaning effluent through the anion exchange membrane; and a treated fluid storage tank to store treated fluid with the impurities removed by passing through the anion exchange membrane.
