The present invention provides a charging apparatus for an electric movement means and a method for charging an electric movement means, which can reduce costs spent on charging the electric movement means by making it possible to select a charging time zone. The charging apparatus comprises: a charging body unit which is connected to the electric movement means and supplies power to the electric movement means; a control unit which controls the charging body unit to supply the power to the electric movement means in accordance with a first charging mode or a second charging mode; and a panel unit which displays the first charging mode or the second charging mode for a user to select the first charging mode or the second charging mode.
