The present invention relates to a method and a device for effectively shortening and puncturing a non-binary low density parity check (LDPC) code. A method of a transmitting end for shortening and puncturing a non-binary code comprises the following steps: shortening at least one information bit based on a modulation scheme in at least one information symbol constituting a non-binary code; encoding the information symbol having a shortened information bit; and puncturing at least one parity code based on the modulation scheme in at least one parity symbol obtained through the encoding. Accordingly, by using a single non-binary code, various modulation schemes may be supported.
