According to an embodiment of the present invention, an encoding apparatus comprises: an encoder for requesting storage of a recovery frame; a frame processing unit for generating an encoding frame which is obtained by encoding the recovery frame; and a frame memory for storing the encoding frame. The frame processing unit generates a recovery frame by decoding the encoding frame stored in the frame memory according to the request from the encoder, and the encoder performs encoding with reference to the recovery frame.
