PURPOSE:To properly control an exposure of the whole screen by setting a second diaphragm value as a diaphragm value of a camera, when an exposure value calculated by an exposure value calculating means is equal to an exposure value which is additional value of the second diaphragm value calculated by the second diaphragm value calculating means and a flash tuning speed. CONSTITUTION:A microcomputer 1 constitutes an average photometric means, a spot photometric means, a back light detecting means, an exposure value calculating means, the first diaphragm value calculating means, a distance calculating means, a second diaphragm value calculating means, and a control means, and an internal FL device 18 and an external FL device 19 constitute a flash device. When a calculated exposure value is below the second diaphragm value, the second diaphragm value is set as a diaphragm value of a camera, and when an exposure value calculated by the exposure value calculating means is equal to an exposure value which is additional value of the second diaphragm value calculated by its calculating means, and a flash tuning speed, the second diaphragm value is set as a diaphragm value of the camera and a shutter speed is set as a flash tuning speed and an exposure control is executed, and the camera is controlled so that photographing is executed by using the flash device.
