PROBLEM TO BE SOLVED: To solve such a problem of a video encoder using entropy coding and PCM coding that the rate of the number of bits of a PCM header included in a bit stream becomes higher to reduce the quality of a compression video.SOLUTION: A video decoder includes PCM block size determination means for determining the maximum value of a PCM block size for deciphering a PCM header, based on the PCM block size information, PCM header reading means 23 for deciphering a PCM header from a bit stream in a block equal to or smaller than the maximum value of the PCM block size, when the block correspondence is intra-prediction, decoding control means 27 for controlling the entropy decoding and PCM decoding based on the PCM header, entropy decoding means 24 for deciphering the conversion data of an image included in a bit stream, and PCM decoding means 26 performing PCM decoding of the PCM data of an image included in a bit stream.SELECTED DRAWING: Figure 13 |
