A heat pump heating system includes: a heat pump (101) configured to generate heat using power supplied from a power supply source; a heating device (103) configured to radiate the heat generated by the heat pump (101) to a target; and a heating system control unit (8) configured to cause the heat pump (101) to (i) stop generating the heat during a predetermined shut-off period (SOP) and (ii) generate additional heat as SOP heat, which is an amount of heat required to be radiated by the heating device (103) to maintain the set temperature of the target during the SOP, in periods before and after the SOP. The heating system control unit (8) is configured to cause the generation of the SOP heat to be divided between the periods such that a peak power consumption value in each of the periods is at or below a permissible peak power.
