The present invention relates to a method for producing acid and carbonate by recycling brine produced in a desalination process. More specifically, the present invention relates to a method for producing acid and carbonate containing ions produced in a desalination process by means of an apparatus which comprises: a positive electrode chamber supplied with an electrolyte and water; a negative electrode chamber supplied with carbonate, carbon dioxide, and water; a middle chamber positioned between the positive electrode chamber and the negative electrode chamber, separated from the positive electrode chamber by an anion exchange membrane, also separated from the negative electrode chamber by a cation exchange membrane, and supplied with salt water; a positive electrode installed in the positive electrode chamber; and a negative electrode installed in the negative electrode chamber.
