The purpose of the present invention is to provide a welding apparatus having a non-consumable electrode and an operating method therefor that can set a new parameter by which quality can be determined, and can control a state of welding through the parameter, thereby achieving high quality welding. To achieve the purpose, the welding apparatus having a non-consumable electrode comprises: a welding torch that includes an electrode; a welder that supplies electric power to a base material and the electrode; and a feeder that feeds a filler metal to the welding torch, wherein the welder can control a current, the feeder can control the speed at which the filler metal is fed, and the current and the filler metal feeding speed are controlled in conjunction with each other with a current ratio (current/melting speed of filler metal) as a parameter.
