The purpose of the present invention is to accurately convert an analog signal to a digital signal. An oscillator generates an oscillation signal having a period corresponding to the signal level of an input analog signal. A current bit generator generates, as current bits, bits indicating the value of the oscillation signal at each of a plurality of times within the period. A delay unit provides, as delay bits, the current bits each delayed by a predetermined amount of time. A determining unit determines whether the amount that the phase of the oscillation signal has changed during the predetermined amount of time is greater than half of the period. If the amount of change is not greater than half of the period, an output unit generates and outputs data indicating a time period in which the respective values of the current bits and delay bits form a specific combination. If the amount of change is greater than half of the period, the output unit generates and outputs data indicating a time period in which the respective values of the current bits and the delay bits are equal or form a specific combination. |
