This polymer functional film comprises a surface layer and a negative ion exchange membrane or positive ion exchange membrane, and the surface layer contains a polymer that includes a cross-linked structure having, in the cross-linking portion, an ionic group of the charge opposite of the charge of the ionic group of at least the negative ion exchange membrane or positive ion exchange membrane. Also provided are a method of producing said polymer functional film, and a stack or device provided with said polymer functional film.
