PROBLEM TO BE SOLVED: To shorten startup time of software.SOLUTION: In a software control device, a CPU #0 causes a control instruction unit 303 to instruct a CPU #1 to control running software so as to suspend or to decrease execution priority. The instructed CPU #1 causes a determination unit 306 to determine whether activated software and the running software are accessing the same shared resource. When it is determined that the activated software and the running software are accessing the same shared resource, the CPU #1 causes a control unit 307 to control the running software so as to suspend or to decrease in the execution priority.
