<P>PROBLEM TO BE SOLVED: To provide a hook-and-loop fastener for a tire which can prevent engagement elements of the hook-and-loop fastener from crashing by pressure of a vulcanization bladder when the hook-and-loop fastener is bonded to a tire inner surface, a method of manufacturing the hook-and-loop fastener, a pneumatic tire and a method of manufacturing the pneumatic tire. <P>SOLUTION: The plurality of engagement elements 12 are installed one surface of a sheet-shaped base material part 11, and an element formation region X including the engagement elements 12 and element non-formation regions Y which do not include the engagement elements 12 are formed in the base material part 11. Treatment toward the outer surface is applied to the element non-formation regions Y of the base material part 11, to constitute the hook-and-loop fastener 10 having projections 15 along the element formation region X.
