The present invention relates to a method for controlling a clutch using a fail-safe valve and an apparatus therefor. The present invention comprises: a fail-safe valve controlling a clutch by moving toward a left side or a right side in accordance with an on/off operation of an on/off solenoid valve; and a control unit turning off the on/off solenoid valve to move the fail-safe valve toward the left side in order to apply line pressure to the clutch when engine torque is equal to and greater than a preset reference value and turning on the on/off solenoid valve to move the fail-safe valve toward the right side in order to apply control pressure of the solenoid valve to the clutch when the engine torque is low torque.
