A control device (100) for controlling a voltage adjustment apparatus (201) of a power system (200) is provided with: a measurement value acquiring unit (101) for acquiring a measurement value relating to power of the power system; a system information setting unit (103) for setting system information of the power system; a control gain setting unit (104) for setting a control gain for controlling the voltage adjustment apparatus; a basic control unit (105) that calculates, on the basis of the measurement value, the system information, and the control gain, a basic control quantity for controlling the voltage adjustment apparatus; a compensation control unit (106), which estimates, on the basis of the measurement value, the control gain, and the basic control quantity, a control quantity of a voltage adjustment apparatus for another terminal, said voltage adjustment apparatus being in the power system, and not being controlled by means of the control apparatus, and which calculates a compensation control quantity for compensating a control error generated when another control device controls the voltage adjustment apparatus for the another terminal; and a control command output unit (102) that outputs, to the voltage adjustment apparatus, the total value of the basic control quantity and the compensation control quantity as a control command. |
