<P>PROBLEM TO BE SOLVED: To provide a method, capable of efficiently producing a water-soluble substance encapsulated hydrogel capsule by using a simple process and an apparatus. <P>SOLUTION: The method for producing the hydrogel capsule includes: [a step 1] that is a step of preparing a W1/W2/O emulsion comprising a water phase (W2) including a raw material (a) (such as a monomer (α1) having hydrophilicity and polyfunctional radical polymerizability or polyfunctional reactivity) of a hydrogel (A), a water phase (W1) which forms two phases together with the water phase (W2) and includes a water-soluble inclusion substance (s), and an oil phase (O) incompatible with the water phases (W2) and (W1); and [a step 2] that is a step of reacting the raw material (a) included in the water phase (W2) to form an outer shell layer (II) constructed from a crosslinked polymer (A).
