PROBLEM TO BE SOLVED: To provide a remote operation controller capable of restricting an operation of a substitute person who does not match a life cycle of a specific person, a remote operation controlling method, and a remote operation controlling system.SOLUTION: A detector 52 detects whether a specific person capable of remotely operating a device installed in a specific region from outside of the specific region and a substitute person capable of remotely operating the device by substituting the specific person are acting together. A transmission section 53 selects the specific person or the substitute person for a transmission destination of a remote operation request against the device on the basis of the detection result by the detector 52 and transmits a remote operation request to the selected transmission destination.SELECTED DRAWING: Figure 2
