PROBLEM TO BE SOLVED: To provide a super hard alloy excellent in plastic deformation resistance and a cutting tool using the super hard alloy as a base material.SOLUTION: There is provided a super hard alloy having a hard phase mainly containing tungsten carbide and a binding phase mainly containing an iron-based element, and satisfying B/A≤0.05, where A is the number of particles of tungsten carbide and B is the number of particles of tungsten carbide particles having one or less point of contact with other tungsten carbide particles. The iron-based element contains cobalt, and the content of cobalt is preferably 8 mass% or more in the super hard alloy. An average particle diameter of the tungsten carbide particles is preferably 3 μm or more.SELECTED DRAWING: Figure 1
