The present invention relates to a hybrid-type fluorine-based compound comprising quaternary ammonium, to a manufacturing method thereof, and to a water-repellent and oil-repellent coating agent. According to the present invention, the hybrid-type fluorine-based compound comprising quaternary ammonium has low surface tension and interfacial tension, and can be usefully used as a water-repellent and oil-repellent coating agent composition having excellent efficiency by overcoming low solubility with respect to water which is the biggest problem of the conventionally used fluorine-based compound.
