first reception circuitry for receiving a next Packet Data Convergence Protocol (PDCP) Sequence Number (SN) from a source base station; second reception circuitry for receiving directly a PDCP Service Data unit (SDU) from a host station; and transmission circuitry for applying the next PDCP SN that is received from the source base station as the PDCP SN of the PDCP SDU that is newly received from the host station and transmitting a PDCP Protocol Data Unit (PDU) created by using the next PDCP SN received from the source base station and the PDCP SDU received from the host station to a mobile station.
