a first base station; a second base station adjacent to the first base station; and at least one third base station adjacent to the second base station, wherein after receiving load information of the third base station from the third base station, the second base station transmits, to the first base station, load information of the second base station weighted by using the load information of the third base station, when transmitting the load information of the second base station weighted using the load information of the third base station to the first base station, the second base station transmits, to the first base station, information indicating that the load information of the second base station has been weighted, and the first base station transmits to the second base station, a load transmission request designating weighting. |
