PROBLEM TO BE SOLVED: To provide an apparatus power consumption estimation device and a computer program capable of creating a database used in estimating the operating state of an electrical apparatus.SOLUTION: An apparatus power consumption estimation device of the embodiment comprises: an apparatus feature learning unit; an apparatus feature database; an operating state estimation unit; and a power consumption estimation unit. The apparatus feature learning unit acquires a feature quantity of the operating state of an apparatus from the higher harmonic wave of a current or electric power obtained from time-series data of a voltage and current measured in a power feeding path. The apparatus feature database stores the acquired feature quantity of the operating state of the apparatus. The operating state estimation unit estimates the operating state of the apparatus on the basis of the feature quantity of the higher harmonic wave acquired from the higher harmonic wave of the current or electric power and the feature quantity of the operating state of the apparatus stored in the apparatus feature database. The power consumption estimation unit estimates power consumption of the apparatus on the basis of the estimated operating state.SELECTED DRAWING: Figure 1
