PROBLEM TO BE SOLVED: To provide an optical waveguide device with higher reliability and lower power consumption, easily integrated and suitable for mass production.SOLUTION: An optical waveguide device 1A includes a waveguide D having a core 4 and a clad 5 on a substrate 3, and a phase adjusting unit 2A for adjusting the phase of light propagating in the waveguide D, the electro-optical layer 10 covering a first electrode 8 and a second electrode 9 located at both sides of the core 4, at least a part of both side surfaces and an upper surface of the core 4, at least a part of a side surface opposed to the core 4 and an upper surface of the first electrode 8, and at least a part of a side surface opposed to the core 4 and an upper surface of the second electrode 9.
