The present invention relates to a cosmetic composition containing arctiin, arctigenin, or a mixture of both. The cosmetic composition stably maintains efficacy of arctiin, arctigenin, or a mixture of both for a long period of time, and the efficacy can be maximized by stably infiltrating the composition in a high concentration. Thus, excellent skin whitening and wrinkle ameliorating effects can be attained only with a small quantity of active ingredients.
