PROBLEM TO BE SOLVED: To provide an allocation program or the like for allocating a virtual machine to a server computer having the minimum number of licenses to be wasted when allocating the virtual machine to the server computer.SOLUTION: An allocation program identifies software for being executed on a virtual machine, acquires a calculation formula for calculating the number of licenses to be wasted in identified software and information on a plurality of server computers capable of allocating the virtual machine, calculates the number of licenses to be wasted in each server computer based on the acquired calculation formula and information on the server computers, and allows a computer to execute processing for performing control for preferentially determining a server computer from among the plurality of server computers, and a computer having a smaller number of calculated licenses to be wasted than another server computer in the plurality of server computers to be an allocation destination of the virtual machine.
