A similar-sentence-set generation unit 81 classifies sentences representing the same concept or event into groups and generates a set of similar sentences from a set of sentences to be analyzed. By using one or more specific sentence extractors capable of extracting a specific sentence belonging to a specific group from the set of sentences to be analyzed, a similar-sentence-set extraction unit 82 extracts, from among the sentences belonging to the set of similar sentences, one or more sentences that are not extracted by the specific sentence extractors, as an exceptional set of similar sentences.
