PROBLEM TO BE SOLVED: To provide a double-sided adhesive tape or the like which has excellent waterproofness while improving blocking resistance of a substrate.SOLUTION: A double-sided adhesive tape 10 includes a substrate 20 and adhesive layers 31 and 32 laminated on both surfaces of the substrate 20. The substrate 20 has: a first substrate layer 21 formed of a non-foamed body of an elastomer mainly composed of an ethylene-vinyl acetate copolymer; and a second substrate layer 22 which is laminated on the first substrate layer 21, is formed of a non-foamed body of an elastomer mainly composed of an ethylene-vinyl acetate copolymer having a vinyl acetate content (VA%) of 11-20 wt.% inclusive, and contains a filler.
