a controlling switch electrically connected to the controlling signal outputting terminal; a first resistor electrically connected to the controlling signal outputting terminal; a first resistor electrically connected to the controlling switch; a capacitor electrically connected to the electric power outputting terminal of the AC to DC power converting module and the first resistor; and a second resistor electrically connected to the electric power outputting terminal of the AC to DC power converting module, the switching component, the first resistor, and the capacitor.
