Disclosed are an apparatus and a method to manufacture a briquette for a titanium electrode. According to an aspect of the present invention, as the apparatus to manufacture the briquette for the titanium electrode which manufactures the briquette by compressing titanium or titanium mixed with an alloy element, the present invention may provide an apparatus to manufacture the briquette for the titanium electrode, comprising: a hydraulic device and an anvil which removes a load of the hydraulic device when a pressure of the hydraulic device arrives at a limit value and compresses the briquette by making the briquette; and a mold surrounding the briquette descending at the same time.
